Temasek Foundation unveiled a community funding initiative and a planned digital toolkit on 28 June 2024, seeking to strengthen Singapore’s ground-up groups. Its Pledge for Good programme began with five partners, with the foundation matching their funding dollar for dollar.
Depending on project scale, support was intended to range from S$5,000 to S$100,000 for each group. Initial partners included FairPrice Foundation, SMRT and SP Group, alongside individual donors. The foundation said it would provide grant and project governance.
The proposed OSCAR Toolbox combined budgeting, crowdfunding and social-impact measurement. Groups would be able to keep financial records and report how contributions were used, while co-funders could see where their money went. Development was underway, with phased prototyping and launch planned from 2025.
At the announcement, the OSCAR Fund had supported more than 370 projects by about 150 groups. These figures describe the position reported in June 2024; the planned rollout should not be read as confirmation that every tool subsequently launched.
